National Construction Code (NCC) 2025 finalised

On 22nd October 2025, Building Ministers met to agree the pause and streamlining of the NCC. And after considering advice from the Australian Building Codes Board (ABCB), the Building Ministers agreed the following adjustments for inclusion in NCC 2025;

  • Water management for commercial and apartment buildings to prevent water ingress
  • Carpark fire safety provisions for commercial and apartment buildings
  • Commercial energy reforms (to support net zero ambitions)
  • Condensation mitigation

 

Ministers agreed that there would be no further residential changes outside of essential safety and quality changes.

Therefore ‘Embodied Carbon’ provisions will be voluntary and an ABCB Guidance to be published and EV charging provisions and residential energy efficiency standards would not be introduced at this time.

 

NCC 2025 will be published by 1st February 2026. States and Territories can adopt provisions from 1st May 2026, noting that this is a consideration for each jurisdiction, some jurisdictions may impose longer transition periods or pause implementation.

 

The ABCB has not issued a 2025 final draft at the time of writing this information (12/01/2026). AAVT will provide further information as it becomes available.
